This is a future scenario* to show how the charter can create a shift in how Multi-level governance (MLG) is applied in Europe.\u00a0<\/strong><\/em>It has been developed during the \u201cEmulation Workshop\u201d\u00a0organized\u00a0at the CoR \u00a0<\/strong>(Brussels – 3\/02\/2012).<\/em><\/p>\n

Dominique Martin, President of the Region Champagne-Ardenne<\/em><\/p>\n

The President of the Region Champagne-Ardenne, Mr Martin said: “Before, we were thinking in a compartmentalized way\u2026 on the question of the youth policy, for example, we did not have a clear vision on all the actors, on the available funds, the current plans\u2026 even from our own administration and in our own region\u2026 We were losing money, time, and efficiency. We changed everything since the launching of the multi-level governance charter. In fact, we used it to develop a 3D digital tool which allows to visualize data, stakeholders, competences of the different districts, public and private actors concerned at the various levels, in order of importance. It makes us laugh because it looks like the 3D simulator from Star Wars! We decided to install an other simulator in the middle of the meeting room of the regional representatives, an other one in front of the Region hall, et each citizen can use it freely\u2026”<\/div>\n
